I've recorded a track, and have done about 4 playlists on the lead vocal.  So, 
about 4 different lead vocal takes.  I have a fifth playlist I've created 
called Final Lead Vocals.

Now, I'm trying to select things from the recorded playlists, and paste them 
into the final lead vocals playlist, thereby comping together this vocal track 
from the various different takes.

This is with PT 12.3 BTW.

Firstly, I made sure that I had the selecter tool selected in the cursor tool 
cluster.  I then located part of the lead vocal from one take that I really 
really really liked.  I selected the lead vocal in the track list table, making 
sure it was the only selected track.  Then, I selected that bit of vocal and 
copied it with command+C.

I then moved over to the final lead vocals playlist, and while that selection 
range was still up on my ruler, I pasted with ctrl+V.

This has worked in the past, all be it, I've not tried it in V12.3 admittedly.

Thinks like having the cursor follow the timeline selection, and all that stuff 
under the setup menu that needs to be checked, is.

Yet, when I then play back that selection on the final lead vocal playlist, to 
insure it pasted correctly, I hear absolutely nothing from the vocal, which 
indicates to me, it didn't paste it.

This makes absolutely no sense to me!  As far as I can tell, I'm literally 
doing everything! exactly right.  So what in the world could be going on here!  
This is just wicked weird!
