I have the Focusrite Clarrett interface which uses the same mix control 
software as the scarlet line. The mix control software isn’t accessible with 
voice over. However most of the stuff you would want to use it for can be done 
from the DAW, whether that be pro tools or etc. However the iOS app it self is 
accessible atlas it is with the Claret, I don’t have a scarlet interface to try 
it with. But if its a second gen scarlet interface it should be using the same 
apps on Mac and iOS.  Couple caveats about getting the iOS app working. You 
will need eyes to accept the iOS connection from the Mac app, but this will 
only need to be done once. Also the Mac and iOS device will have to be on the 
same WiFi network. Regarding the first caveat, Focusrite  tech support is good 
about remoting into your system with team viewer to set stuff up for you, just 
give them a call and explain that you are blind.
