Ramy, it's reading minutes and seconds because your main counter is set to minutes seconds.
Go to view menu, main counter, and change to bars and beats. I could be wrong, but numpad 1 and 2 will always change by either one bar or one second at a time depending on your main counter. However, control+comma and control+period or numpad plus and numpad minus will change by your nudge value. If you want to just navigate through by nudge value, make sure nothing is selected before using those commands. If something is selected, it'll actually move what's selected, so be careful.
