The issue is most likely that the plug-in was developed using the JUCE platform 
which often causes this type of behavior. Some plug-in developers have 
circumvented the problem where VoiceOver can't change the parameters. Sound 
Radix is a good example. However, some developers can't figure it out. A 
control surface will definitely change the parameters but sometimes plug-ins 
don't respond to voiceOver.
