I can tell you that the Plug-in window almost didn't become accessible at the 
start. For that matter, meters, per se, weren't accessible until Pro Tools 
version 8. Even at that point they went through a couple of changes to get to 
where we are today. Initial work was done by an intern at Digidesign and 
subsequent work has been done by the current programming team. The beta team 
submits bug reports and feature requests and that's how decisions are made.
