It has nothing to do with Keyboard Maestro. You simply have a conflict between the shortcut assigned to enable flo Mouse and the built-in shortcut in Garage Band. As I mentioned earlier, you can change the shortcut for flo Mouse to whatever you want or, and perhaps it's a better idea, change the flo Mouse macro group's preference to work in all applications except Garage band and/or Logic.
