What you need to remember is, once you've written automation, that's the level that the parameter will return to whenever you stop recording. So, if you wish to end up at minus 3 dB, that's where you start right at the top with minus 3 dB in write mode. Then start again from the top at minus infinity and raise your level to minus 3 dB and the track should then remain at minus 3 dB for the rest of the timeline.
A guaranteed way of getting this result is to let the track play for its entire duration while in write mode while you make your level adjustments. Again, this is very straight-forward with PT Ultimate. If you do a lot of automation all the time and you're using Pro Tools on a daily basis, consider upgrading to Ultimate. It's expensive at first but it pays off over the long run the more you use it.
