The Waves one you can get a Waves rep to remote in and install. That’s most likely the paid one Michael was referring to. The Izotope installer isn’t accessible but the plug in itself should be. Izotope unlike waves won’t remote in to install for you so you will probably have to use AIRA if you don’t have a sighted family member or friend near by.
