It's not that VoiceOver  makes Pro Tools accessible but that Pro Tools is 
accessible because VoiceOver can interact with the user interface. Scrubbing 
does require a control surface which is highly recommended regardless of 
scrubbing. Pro Tools Ultimate does have the facility for shuttling at numerous 
speeds, much like scrubbing, and does not require a surface. Reading the Intro 
to Pro Tools  and Pro Tools reference Guide is probably the best way to learn 
Pro Tools. Flo Tools does come with a set of tutorials as well. Hope that helps,
