For the numpad commander check the VO utility (VO+F8). In the category "Commanders" you'll find the numpad.
Keyboard layouts you will find under system prefs., Keyboard, Input Sources. If you already set up some, you should toggle them via Control+Space - depending on the shortcut settings also under System Prefs., Keyboard.
