VO functions can be done with the number row and the FN key. Also stuff like 
the volume and turning Voiceober on/off have shortcuts that doesn’t rely on the 
TouchBar. You should consult the VoiceOver documentation for details on using a 
TouchBar  Mac as a VoiceOver user. 
Or you can plug in a USB or bluetooth keyboard.
