I've used modifiers that way when launching apps and it seems fine. If you have no luck whatsoever, you might try Flo Mouse and use Shift+` (Accent) in a double-tap while continuing to hold down the Shift modifier. That is the equivalent of Shift-double-clicking and holding the Shift key down.
