Sometimes you need to go through the process of checking and unchecking twice, restart and it often resolves the issue. If the issue persists, you can launch VoiceOver Utility before starting Pro Tools and quit VO Utility after PT is running. There's a command line solution that blows out all of your permissions but then you have to re-enable all of your permissions one by one in Security & Privacy.
