That is the intended behavior. Perhaps the actor you really want is the BooleanMultiplexor?

I noted that the BooleanSelect actor reads the inputs only from the port specified by the control input without getting the other port's input and discarding it. Thus, if the actor executes over several iterations, once the control input changes, the value read will be a value specified in previous iterations and not the current iteration value.
