Yes, this is a bug. In fact, in 5.0, the parameter to set the scale of an image will be hidden because we haven't had the time (when I say "we" I mean "I") to chase down this bug. It requires digging into Diva and Swing, which inevitably means many hours... :-(
Workaround: Scale the image in some external program (e.g. Photoshop).
