You can certainly use Ptolemy II without Cygwin, but if you want to write new actors in Java, you need some way to compile Java. The makefiles shipped with Ptolemy II require Cygwin, but I believe you could use some other Java development environment, although it would require some setup, probably. Alternatively, you could probably get away with with just compiling the one actor you write, assuming you put the pertinent jar files into the CLASSPATH.
It would be great to make the act of writing an loading new actors easier. It would also be nice to set it up so that they can be recompiled and reloaded without restarting the UI. But we haven't done these things. I don't think it be a very difficult enhancement, however.
