It appears that the answer to this question is "yes in the next release". Section 5.2.2 of this document: http://ptolemy.eecs.berkeley.edu/ptolemyII/hyvisual2.2/index.htm introduces the concept of PortParameter which would allow a parameter to be "driven" as an input to a model.
