The only one who could and would pull this off profitably is probably Google.  
I would suspect that this is their plan for using the white spaces and they 
orchestrated this idea via Kevin Martin.   With that much money, Google can 
kind of do what they want.   I believe there is a model for free Internet, 
especially if you are google and can make that much more per free user.

Sad but true.

If the DOT regulated what you were allowed to listen to on your car stereo when 
you were traveling on Federal highways, people would be up in arms.  Why does 
the moralizers @ the FCC think it can do the equivalent (regulate the content 
that travels over public bandwidth).  What's more is, if it were actually in 
the public's interest to do such things, then it'd be up to Congress, not some 
bureaucrats, to make that call.
