 The main fiber that I'm aware of is Comcast's which is used by Washington
County as well as most of the cities in the county, including Hillsboro. The
network deployed on the fiber is called BUG (Broadband Users Group). I'm
sure there are other fiber runs but Comcast's is heavily used and readily
available to many locations.
