When ccache is installed, but not setup correctly (which can happen in a
multi-user environment), compilation through ccache fails with errors:

    ccache: error: Failed to create temporary file for
    /home/$myuser/.ccache/6/9/38a65e8588a5ef2f13b83b639a9ec8-3865.manifest.tmp:
    Permission denied

Switch ccache off unconditionally and instead rely on the
PTXCONF_SETUP_CCACHE setting to inject ccache when it is selected in the
ptxdist setup.
