Update from iw 3.14 (Jan 2014) to latest 5.3 (Aug 2019). Since iw 3.5, it links against the newest version of libnl found, with libnl-3 preferred (at least version 3.2). Therefore switch from LIBNL to LIBNL3. The version 1 of libnl is long outdated and deprecated, with the last release 1.1.4 from 2013. Inside ptxdist, iw was the last official user of LIBNL, all other packages use LIBNL3.
While at it, update URL to https (HSTS policy on www.kernel.org).
