This is the latest LTS version.

The lazy regex compile went mainline with 2bb1027d6b ("Fixed #25322 --
Lazily compiled core.validators regular expressions.").

The MigrationLoader pyc patch is no longer needed, "./manage.py migrate"
works fine.
