an interesting case of using semantic web to provide some cross language
functionality is Faviki bookmarking site.

just a few days ago a W3C SW case study was published about it

Probably this does not directly map to your case, but it can give you
some ideas about how you can leverage LOD and especially dbPedia for
cross-language solutions.
