Jun Zhao is now involved in the data.gov.uk providing support and input on the provenance aspects. Lots of options that could be explored. I'm not sure if signing/checksums has come up yet. But there will be a dedicated site with both data dumps and conversion software. The provenance statements will trace back to there, so there will be some good traceability I think.
