I was minded to look back at the Cool URIs for the Semantic Web note, which defines two criteria for naming real-world objects with URIs [1]: 1. Be on the Web. 2. Be unambiguous. -- There should be no confusion between identifiers for Web documents and identifiers for other resources... I think this proposal still achieves those aims. Cheers, L.
