Basically, it denotes a point of presence on a network. Basically, since you own the name, you control its referent.
If I get specific about the network, for instance assuming HTTP, the output curl gives me:

Finally, TAG has basically asked the RDFers to keep RDF semantics in the RDF box, which is really where it should have always been i.e., an RDF processor should understand RDF semantics. The purpose of RDF (if I recall) was to achieve specificity via explicit machine- and human-comprehensible entity relationship semantics etc..
