We've started a couple of emails about translating the SKOS RDF OWL ontology, after the official spec has been released, see: http://lists.w3.org/Archives/Public/public-esw-thes/2013Jul/0029.html I'm not sure what the best way to do it. In the past (2005) there were already translations for SKOS. But the practice that was used then does not really appeal to me.
