I did have the same problem recently. Having as premise reuse of
ontologies used for modeling my specific domain, I did a empirical
survey for answering the following questions: Which ontologies are used
by recent projects and datasets published in my specific domain? I found
that a few ontologies are continuosly reused by all projects and
datasets and were the same ontologies used for modeling the dataset in
my project. What projects and datasets use for doing the survey depend
of your domain. You can use some tools very interesting available in the
web, such as [1] and [2]

Yes, actually I am looking for evaluation criteria. Let’s say two
ontologies X and Y are built for the same domain D, without any
Competency Questions (CQ). X and Y reused differently terms from other
namespaces. If I was asked to run an experiment with users to evaluate
(both qualitative and quantitative) those two ontologies , are they
already framework to help me in this task?
There is of course basic vocabulary considerations aimed at helping
people review a vocabulary to evaluate its usefulness in the Best
Practices document but presumably you're looking for more or
something different?? [1]
