I am currently in advanced stages of project definition to create a universal 
global digital dashboard for tracking, monitoring and rapid response of 
outbreaks of known and unknown diseases.

This is in part inspired by the current Ebola outbreaks and apparent failure to 
adequate address this on a global real;-time basis.

The exciting news is that all technologies are actually out there.

But in order to generalize this we must use network theory:

To do this we must collect data from a lot of different sources either from the 
web or from direct data streams in multiple formats.

So here is where the issues of reference management, federation of resources 
and final conversion into RDF format for data warehousing come into play.

Now here is the real problem; health care is marred by a labyrinth of Health IT 
standards, so how can we find a quick and dirty solution circumventing the 
standards issue and focus on the reference management, federation of resources 
and conversion to RDF format first?

Several pieces of the puzzle are being discussed in several discussion in 
various W3C list right now.

I have funding requests pending for this project and I would appreciate any 
suggestions and/or partners willing to collaborate.
