Yes, we agreed on that a while ago. The initial idea came up when Mark visited here in Boston:

Completely agreed on making sure meta and link in <head> still mean the same thing. Jeremy brought a related issue up, and I have a proposal following up his issue on how to ensure that this is the case. The basic idea is that <head> has a default of about="", though it can be overriden if one really wants to (I suppose in that case, link and meta mean different things, so maybe we should discuss it.)
