Even though the W3C is a do-ocracy in terms of whether something
actually gets done once permission has been given to work on a given
thing at the W3C, the W3C is a plutocracy when it comes to
establishing the permission to work on a given thing within the W3C.
That is, paying Members have representation when it comes to
chartering.
