If you can't guarantee that at least a core set of methods will work, the API is simply useless.

Exactly why we require all methods to be supported and list a few of them explicitly. Anyway, that still doesn't guarentee a particular method will be supported in a particular implementation. Same for any other feature mentioned in the draft.
