Regarding the following issue:
ISSUE-24 Which headers should be allowed in the Allow List?

If the list in section 5.1.2 of the latest Editor's Draft [1] is not  
sufficient, what is missing (and what criteria is used to determine  
what (if any) new headers should be added)?
