[cors] Call for Consensus to publish new Working Draft; ends March 6

This is Call for Consensus to publish a new Working Draft of the CORS  
spec (with a new "cors" short-name):

Please respond by March 6 at the latest.

As always, positive response is preferred and encouraged and silence  
will be assumed to be assent.
