Editorial: I tried to simplify the text, but could not get as succinct as yours. It still reads: [[ Elements are grouped by language: This means that multiples of this element are allowed per language. During processing (Step 7), the user agent must match all elements with a particular name (e.g., icon) having an xml:lang attribute value that matches the language ranges of the user agent locales, as well as elements of that particular name that are unlocalized content. ]] I added two examples instead. Hopefully that makes it more clear. I also moved the definitions for "One element is allowed per language" and "Elements are grouped by language" to the Element-based localization section and cleaned up a bit of the text.
