I guess ideally the latter would have used the former has "previous
version", but since it’s too late for that, I think the group should at
least ask the W3C Webmaster to do the redirect from the former to the
latter.
If we do that (seems like a good idea) we should add file-upload to
"Previous Versions:" as well so that going forward you can find it
somewhat easily.
