CfC: publish a new WD of XHR Level 2; deadline September 3

Anne proposes WebApps publish a new WD of XHR Level 2 and this is a Call 
for Consensus to do so:

As with all of our CfCs, positive response is preferred and encouraged 
and silence will be assumed to be assent.
