There are a number of standard headers that aren't listed as simple

Accept-Charset
Accept-Encoding
Connection
Host
Referer
User-Agent
Cookie

Is this true or some or all of these? If so, how was I supposed to
figure it out?

Simple headers is only for headers controlled by the author, not the user agent.
