[FileAPI] RfC of pre-LC version; deadline Feb 24

Arun's latest updates to File API means the spec is very close to being 
ready for Last Call WD. As such, this is a Request for Comments of a 
pre-LC version of the spec using the latest ED as the basis:

  http://dev.w3.org/2006/webapi/FileAPI/
Please review the latest ED (above) now and send all comments to 
public-webapps by February 24.

FYI, the spec's bug list is currently zero [1].
