That's what HTML, DOM4, etc. do, and it's much more readable.

How do you distinguish between 'MUST' and 'must' then? I agree the
style is jarring, but maybe that can be fixed rather then completely
removed.

Specifications must not use RFC2119 keywords to mean anything else than the meaning RFC2119 assigns to those keywords.
