Now that File objects can be constructed it has been suggested we remove the filename parameter from the append and set operations. Passing in a Blob object would simply always use "blob" as filename and if you don't want that you'd have to wrap it in a File first.
This would make FormData more similar to URLQuery API-wise. It would slightly complicate working with Blob objects. (IDL would look cleaner too as append/set can then take FormDataEntryValue as argument rather than overloads.)
