We share the same concern Jonas raised here.

In addition, we had been postponing reviewing the Web Components specifications
due to the "heavy" refactoring of the Shadow DOM specification announced in 
July:

Now we know that there has been an effort to decouple the various Web Components
features and specifications, and the Custom Elements specification was going to
the Last Call on its own.

Unfortunately, we didn't know about this until fairly recently, which is why our
thorough review of these specifications did not happen until mid-September
(by which time this spec had already reached the Last Call).

We worked really hard to write up our feedback on the cross-origin use case 
before
the Last Call deadline so that our feedback could be addressed before the spec 
hits CR.

We still don't feel that moving the Custom Elements specification into CR now, 
on its own,
is a good idea given that many of the most important use cases for Custom 
Elements
naturally involve features in other Web Components specifications, such as 
Shadow DOM.
