My thought on this is to have the rules/guidelines so unreasonable conduct 
doesn’t happen.  As a corollary, society has laws against crime, with 
corresponding penalties, to deter certain behaviors.  We know that the penalty 
for murder is at least a life sentence in prison, and the death penalty in some 
states.  This deters people from going out and killing other people.

To answer your question below, yes, we have seen such conduct.  Other members 
have as well and have mentioned it to me - which is why the idea of a code of 
conduct was presented for discussion at the F2F.  There are serious concerns 
about the lack of professionalism, respect, and courtesy in the Forum.  You may 
not get other responses to your email, because some Forum members may not feel 
comfortable disclosing their concerns in this type of forum.

Again, if you have specific language changes to the proposed Code of Conduct 
you’d like to propose, we’d be happy to consider them.

I have one other question for the whole group: in their time as members
of the Forum, has anyone seen conduct which they reasonably believe
would have led to censure under the current draft of the Code of
Conduct, had it been in force?
