If shutting the WG down doesn't even have that level of support, it is right that the default be that it should continue. If shutting it down does have that (low) level of support, then the default becomes that it should end, and those who wish it to continue would need to pass a rechartering ballot. This provision avoids the need to pass N extra rechartering ballots per year, while still meeting the Bylaw requirement for a date-based end to be in the charter.
