Per this published resolution, when was it voted on by the board members
to overide this resolution and allow someone other then the secretary to
open an account?

Per a conversation with Karl, I was informed that Bradley opened an
account, since it has come to my attention that this was put on my
plate, and I never received any funds to do so.
So, now any member of the board can decide to do anything that they
want, at any time?
