The substitutions in this case would only be for Bugzilla Product and Component names, and the BZ URL string, which from what I can tell are not translated into other languages in the BZ web interface (correct me if I'm wrong). I think Rudi and I discussed getting me sorted out with the publican-jboss package maintenance. But I think it has slipped by the wayside.
