The way things stand now the EU IPO is focused on the economic value of
things, so it would be harder to convince them to do a study on cultural
implications.

I also have the feeling that we as a movement (movements?) have failed to
so far to demonstrate in a convincing manner that free&open is good for the
economy. This is making us vulnerable.
