In terms of EU OA policies, the EU's Horizon 2020 Programme has a policy. Horizon 2020 is the biggest EU Research and Innovation programme with nearly €80 billion of funding available. Their OA policy applies to research articles and data (https://ec.europa.eu/research/participants/docs/h2020-funding-guide/cross-cutting-issues/open-access-dissemination_en.htm). Among many others working on OA policies in Europe, SPARC Europe may be able to provide some assistance/data for your discussions.
