I was reading an article about Polish exceptions for the text and data
mining purposes and sadly the hyperlinks do not seem to work, even if
the URLs are listed.

It would certainly be handly to have clickable links to the directives
as well as the local law. At least for Polish law, it has become pretty
easy these days [1]
