Since version 1.10 (2007-09-26) of XEP-0060, there is a feature called Publishing Options, designed specifically for this use case. See section 7.1.5 (in version 1.12). Although the processing is up to the service, certain fields in a submitted options form, along with the initial publish request, could act as a precondition. The result would be that the new node is created with the desired configuration derived from that precondition. ralphm
